PRE-INFORMATION FORM
PURPOSE AND SCOPE
1.1. This Commercial Pre-Information Form (“Form”) has been prepared to present the basic commercial terms related to product orders to the buyer before placing an order through the Bulkoon platform (“Platform”).
1.2. The Platform is a B2B (Business-to-Business) online marketplace that brings suppliers and buyers together electronically and has the status of a "Intermediary Service Provider" in accordance with the Law No. 6563 on the Regulation of Electronic Commerce. In sales transactions conducted through the Platform, the sales contract regarding the products is established directly between the supplier (“Seller”) and the customer (“Buyer”). Since the Platform is merely an intermediary service provider that allows sellers to list their products, enables buyers to create orders, and provides communication and payment infrastructure between the parties, it is not responsible for the quality of the products, delivery processes, compliance of the products with regulations, warranty obligations, or after-sales services. The Platform is not liable for any damages that may arise due to system outages, data losses, or technical failures.

Platform: A multi-vendor e-commerce platform operated by Bulkoon, where Sellers list products and Buyers place orders.
PRODUCT, PRICE, AND PAYMENT TERMS
3.1. The prices displayed on the Platform are determined by the Seller, and the product information subject to this Form is as follows:
Product Information: [Order Content, Quantity, Unit Price, Total Amount Including VAT]
3.2. VAT and any shipping fees will be covered by the Buyer. Payments are collected through the licensed payment institution ([PayTR/Iyzico]) that Bulkoon has an agreement with. The Buyer is deemed to have fulfilled their payment obligation (performance) to the Seller at the moment they deposit the amount to the payment institution and is released from their debt to the extent of the relevant amount.
DELIVERY AND LOGISTICS
4.1. The preparation, packaging, and shipment of the ordered products are the responsibility of the seller. Products are delivered to the address specified by the Buyer in the order form and to the authorized person. Unless otherwise stated on the product page, the delivery time is 14 days.
4.2. Unless otherwise agreed, the risk and benefit of the goods pass to the Buyer upon delivery to the carrier (cargo). The Seller cannot be held responsible for damages occurring during transportation; the Buyer reserves their rights against the relevant cargo company.
4.3. Unless explicitly stated on the product page that the Seller will cover it, shipping costs, insurance, and transportation costs are entirely the responsibility of the Buyer. Additional shipping costs and storage expenses arising from the Buyer's absence at the address or failure to receive the product are the responsibility of the Buyer.
RETURN CONDITIONS, DEFECT NOTIFICATION, AND EXCLUDED PRODUCTS
5.1. All transactions conducted through the Platform are considered commercial sales under the Turkish Commercial Code No. 6102 (“TCC”). In this context, the Buyer acknowledges and declares that they do not have the right of withdrawal without cause as regulated in the Consumer Protection Law No. 6502; returns can only be made in the limited cases specified in this article and through a defect notification to be made within the framework of TCC Art. 23.
5.2. Return requests will only be considered under the following conditions, provided that the original packaging of the product has not been damaged and retains its resalable nature:
Defective Product: The product is broken, damaged, incomplete at the time of delivery, or does not have the qualities promised in the product description.
Wrong Product: A product that is qualitatively or quantitatively different from the Buyer’s order has been sent by the Seller.
5.3. The Buyer is obliged to notify the Platform of any defects that may be subject to return; within 2 (two) days for defects that are clearly visible at the time of delivery, and within 8 (eight) days for hidden defects that arise from post-delivery inspection, by specifying the product/service and the reason for return. It is mutually accepted by the parties that these periods are of a peremptory nature, and if exceeded, the product will be deemed accepted in its current condition.
5.4. The return of the following types of products is not possible under any circumstances unless the product is defective:
Custom Production/Modification: Products that are specially produced, prepared, or modified according to the Buyer’s commercial needs.
Hygiene and Health: Products that are not suitable for return in terms of health or hygiene once the packaging has been opened.
Non-Returnable by Nature: Disposable products, goods that are at risk of expiration, or those that are likely to spoil quickly.
5.5. In return transactions based on justifiable reasons, shipping costs are borne by the Seller. All additional costs arising from the Buyer’s failure to notify within the specified time or erroneous return shipments will be covered by the Buyer.
DATA PROTECTION
Personal data shared during the use of the Platform is processed in accordance with the applicable data protection legislation. For detailed information, the KVKK Compliance Texts published on the platform can be reviewed.
DISPUTE AND COMPETENT COURT
Turkish Law will apply to disputes arising from the sale following this Form, and the Courts and Enforcement Offices of Istanbul (Çağlayan) will have jurisdiction.
UPDATES AND EFFECTIVENESS
The Platform reserves the right to unilaterally change this Pre-Information Form at any time in accordance with commercial strategies, changes in legal regulations, or operational needs.
APPROVAL
The Buyer declares that they have read, understood, and accepted this pre-information form before placing an order through the platform.
